  1. Maybe because, except for descent, one would need to be a resident there for at least 7 years in order to get citizenship - paying relatively high taxes in the meanwhile. That's why Malta and Portugal are mentioned more often among the EU countries, due to special taxation.

  2.  Jenny Lake  you can, but there are two set of rules: when you become German, there is a list of countries whose citizenship you can keep; and, as a German, you can only get citizenship from other EU countries or from Switzerland, unless you can convince them properly and get an official authorization for citizenship retention (Brexit brought issues because of that).
