  1. "We don't punish people by giving them diseases" - well, we kind of do. It's called poverty and we punish those living in poverty in all kinds of ways. Increased prevalence and eventual lethality of diseases are just one of them. As impoverished people of color have generally been even further down the social status line than similarly lower classed white men and women, the diseases they suffer from are generally exhibited more intensely and more frequently. And prison is about as low as you can go in the US when it comes to society not giving a crap about you anymore. There and the Indian reservations.
