Not taking things that impact the larger society or even the entire world seriously until it's too late is simply what people do. It has to do number of factors from simple denial to feeling overwhelmed by the problems to various reasons for maintaining the status quo and other things in between and aside from these three. We've done it in the macro level with political figures and movements, natural and man-made plagues, and right down to individual examples most all of us can point to in our own personal lives. As for why, it's not like there's one answer to that either. It's complacency, fear, greed, obstinacy, ignorance, lack of resources or will power, and on and on.
