I always heard that a parent was legally responsible for their children, so maybe at least one of them should by serving time right alongside their child for this - maybe even a longer sentence since they are adults and have failed society with they way raised their child.

Out at 21? There should have at lest been some kind of lifetime probation so that if she doesn't get her life together only one or two more people might have to get hurt before she gets put back in prison until she is too old to drive.
