Even just in the US there are restrictions throughout the southwest, along the Klamath in Oregon, in areas along the Rio Grande that runs through New Mexico and between Texas and Mexico. And Nebraska and Colorado are in court over other water use issues with the South Platte river. States and groups have always argued about and fought over water rights, but between the drought and the ever increasing consumption for industry and agriculture things are probably going to get worse before they get better. Should have had desalination plants being put in place a decade ago with sufficient infrastructure to pump to inland consumers as well.

  24.  @CraigScottFrost  That's a bad example. A civilian wouldn't need to be armed in a courthouse the same way they might in other less secure places. There are law enforcement officers with guns and metal detectors and other measures to help keep people safe there. That's also true of other places like hospitals that now often have armed security staff and similar measures in place. Obviously civilians, even those licensed to conceal carry, aren't able to do so in every situation. But it's not an either/or option. Having access to a firearm when someone can do so legally can literally save their or someone else's life.

  146. Such a terrible comparison. You do realize that Gaza is much smaller than Ukraine and the people in Gaza are much more tightly packed together, right? So obviously any attacks in Gaza are going to result in a much higher number of deaths and injuries - possibly even hundreds of times higher. The IDF is also more serious about destroying Hamas than Putin is serious about destroying the Ukrainians, and with Hamas hiding among the Palestinian civilians there are going to be much more civilian casualties.

Our societies grow from tribes into kingdoms and empires run by and for the few and their enablers often at the expense of pretty much everyone else. But those empires always collapse into ruin and the cycle starts over again with a new bunch of tribes. The difference is whether we, or more likely they, can avoid being part of the mass extinction that is happening and become the leaders of the new tribes who will build the next societies and whether they will build empires again or finally create something more truly egalitarian - if "we" survive at all.

But if you need something official, okay-- UNODC World Drug Report 2022, Vienna, 27 June 2022 - "According to the report, around 284 million people aged 15-64 used [licit}] drugs worldwide in 2020" - which doesn't include users under 15 or over 64 so surely at lest 300 million illicit drug users. And for alcohol the World Health Organization report from 21 Sept, 2018 notes "An estimated 2.3 billion people are current drinkers." A bit of basic addition and we have a total of over 2.5 billion users of illicit drugs and alcohol. Even if every illicit drug user was also using alcohol my original number stands. And that doesn't include the people using prescription medication with mood or mind altering effects or commonly available substance like caffeine and nicotine.

Firearm AND AMMUNITION legislation and licensing, increased access to expanded mental health services, holding the firearm manufacturers and dealers, and parents if the shooter is underage, criminally and civilly responsible after an incident, and every week there needs to be gun buyback programs in place to get guns off the streets and out of the private sales or ilegal transfers. But with as much glorification of violence as we have in cultures around the world combined with ever increasingly advanced and simple to use technological tools, even without guns people who want to do a lot of damage and rack up a big body count will devise some other weapon to do that.
