  1. Not responding wasn't an option. China should know better than to act all shocked that the US would shoot down the balloon. I'm honestly surprised someone in a private plane didn't do something sooner. Similarly, I don't suspect China or Russia or India or any other nation would be fine with western nations having unauthorized balloons with some kind of scientific devices or whatever dangling off them floating around over their airspace.
