The justification is that the cop (was so incompetent that he) had his stun gun taken away which could then be used against him allowing the person to take his real gun and use it against the cop or someone else (which proves he shouldn't have either or be in a position of authority over others in the first place). <sarcasm>Most importantly for the police though - they did a thorough investigation and found they did nothing wrong. Now don't you feel better? Us "stupid civilians" can rest easier knowing he's still on the job</sarcasm> (and likely even more charged up to shoot first the next time he gets in trouble now that he knows for a fact that he can get away with murder).

It's not about the 700 pages (which isn't really that many pieces of paper - less than a ream-and-a-half) it's about the security violation and that only takes one TS/SCI document not being properly secured. But old Bankrupt Donny will throw someone else under the bus for this. Gotti isn't the only Don seemingly coated with Teflon.
