  1. Completely the opposite. It is because small towns expanded rapidly with poor planning, zoning, and little effort to go through the trouble of fixing it. Like most things in the world that are terrible, it isn't a conspiracy, it's incompetence.

  2. It isn't a "they" It is just incompetence in city planning and rapid growth. We were free to do it the stupid fast and get rich quick way and so during the growth periods of the US ...we did!
