Assad was toppled and is out of the picture, so its not really a war zone anymore. Maybe call it a 'dynamic' or 'fluid' situation, or "government order is in flux" or "its amorphous"? Or maybe just call Syria a "mosh pit in the middle of a Middle Eastern desert"? Choose one of your liking.
