If the mines where these 'impurities' metals are found are already in operation then the ramp up shouldn't be excessively long - some permitting and environmental work might be needed and slow things down, but it'll be workable. If we're discussing new mines, its more likely Xi will be gone as the leader in China and Chinese exports will resume before anything is developed before even the regulatory paperwork to get a new mining operation approved is beyond its first draft.
