As Peter mentioned in the video, its the nationalistic and altruistic nature of Mexico not wanting to let any big nation, especially the 'big brother' from the north, come in and help out as it assumes the outsider will take it over. Unless that attitude changes and the corruption throughout Pemex (the national oil company) ends they'll just have the shallow well fields they have now and run those until they are dry. That's the way Mexico has operated since the day of the revolution when it overthrew the Spanish colonizers, and its helped many a national politician win elections. If they could get past that attitude and just bring in some outsiders to advise and help out with the specialized skill sets to improve areas of the economy like oil production it would be one of the most prosperous countries on Earth.
