With the exception of the Polish and Scandinavians it seems like the Europeans are waiting around for the Russians to make the first move and invade. The problem with that is the Russians are getting real-world battle experience in Ukraine (not sure if that negatively influences the average Russian) that also shows where they need to upgrade equipment or tactics, and from history it seems as long as the 'frontline killing field' is on another country's soil and not theirs they'll be good pushing deeper into Europe.
