  2. From a global perspective, yes. From a local (Middle East) perspective, No. Still a player in rabble-rousing in their own neighborhood. They can still be a nuisance in the area, I'd expect their proxies Hamas and Hezbollah to reform (not sure what will happen with a new Syria), I'll bet they develop some simple capabilities like advanced drones (air and sea), and that ongoing question of how close are they to getting nukes is always looming.
