The old asphalt does not get dumped in a land fill anyway. Millings make great bases for residential driveways. Dump, spread it out , drive over it. It will be a bit wavy but it is cheap.

Have a look at other posts stating that higher % of recycle is already being used and that if recycle content is too high, the rock size is too small leading to early failure. Besides, asphalt millings are a common low cost residential drive way material so old asphalt has a 100% reuse already. Pull millings from the non public road market then they will need to buy new asphalt / use other materials. Please explain how losing private market millings is a good thing.

Old asphalt already reused as a residential drive way material, dump, spread, drive over it. It will be a bit wavy bit it is just fine. Also note other posts where the recycle content is way past 30%

When the current secondary market for old asphalt / millings drys up, just what do you expect these end users to purchase? RE, Millings are currently commonly used for residential driveways. Dump, spread , drive over with a car. It will be a bit wavy but it is a very low cost / low labor solution.

Old milled asphalt has never gone to waste in the first place, it has a secondary market as residential drive way material. Dump, spread, drive over. It will be a bit wavy but it is a cheap solution.
