The siren is for a SPECIFIC threat not an all encompassing generic warning. Some cities in the USA have tornado / hurricane warning sirens that people KNOW are for a specific threat. Say there was a fire in one of these cities and the tornado / hurricane warning sirens were activated. Would you be complaining that the people followed the SPECIFIC warning and were burnt as they hid in their basements?
