Private ownership of guns are largely banned in the Ukraine except for the elites. Arming people now is kind of late. Note that ( according to Wikipedia ) there are about 10 civilian firearms per 100 people and due to permitting laws, the elite are the ones that posses firearms. Also, while the following quote might not be properly attributed, the logic holds Japanese Admiral Yamamoto is claimed by some to have said, "You cannot invade the mainland United States. There would be a rifle behind every blade of grass." That statement is much repeated in various internet postings, but this attribution is unsubstantiated
