  7. It is more of an issue of velocity. A faster moving object will tend to reverse the direction of travel of the lower object where as the faster object decelerates. .

  30.  @tyzxcj34  Waste water plants treat the water to a certain level then release it into the river so the earth can finish cleaning it up. Also, the water would need to be pumped back up to the dam, this would take as much electrical energy as the falling water generated.
