  1. Not according to the laws of war, i.e. international law. Thus, hitting hospitals (where wounded soldiers may be tended to) or media buildings (whose broadcasts may be used for war propaganda purposes) is off limits.

  2.  @Dirtdabber1972  I think you misunderstood me. I was referring to real, functioning hospitals and not to any of the buildings (such as schools, kindergartens, hospitals, shopping centres, theatres, etc.) the Ukrainian Army has taken over either as weapons and ammunition depots or as their barracks and fighting stations. All of those automatically become legitimate military targets for Russia to hit.
