  5. This police department clearly doesn't train its officers well or even properly on how to recognize and deal with people in the midst of a psychotic episode. Tasing her when there were 3-4 cops on site able to help restrain her was also unnecessarily cruel. This woman obviously needs psychiatric help and should be institutionalized at least for some weeks.
