To be fair, he was forced to withdraw from negotiations by the UK and the US. Ukraine had already initialed and was on the point of signing a peace deal with Russia in April 2022 when Boris Johnson flew into Kiev to tell Zelensky the West would give Ukraine no security guarantees if it signed a peace agreement with Russia, that it had to continue the war.
