I believe the Russians' intentions and plans have evolved from what they were in February 2022 and that re-patriating Odessa, bringing her back home to Russia, was not a part of their original plans. The agreement they initialled in Turkey in March 2022 shows beyond any doubt that the Russians were NOT interested in re-taking Odessa at that time.
