Putin spoke about those problems when he met with the mothers of the soldiers now serving in Donbass a couple of weeks ago. I'm surprised, tough, that no one is talking about the hundreds of videos of Ukrainian soldiers complaining about the same problems. Tens of thousands of them have had to use their own civilian cars because they were given no military vehicles, no uniforms, no ammo, no nothing. This was a problem back in 2014, and it's not been corrected ever since.
