Very few Ukrainian soldiers seem to be able to surrender at this point (judging by some Telegram videos posted by the Ukrainian side, they get taken out to a thicket and executed on the spot for attempting to surrender or even just talking about it), but many more are simply refusing to carry out the orders they are given. It's this second category that Zaluzhny's new regulations/military laws are meant to address.

  4. The only way a rump Ukraine won't be a security threat to Russia is is the Russians negotiate a peace deal that allows them to have a number of military bases in Ukraine, permanently hosting at least 150,000 Russian troops on its territory at any one time.
