  12. Scott Ritter explained in a video yesterday that Washington cannot legally give those Abrams to Ukraine and will have to newly produce the ones it's pledging to it. If so, the tanks will arrive in Ukraine early next year. Of course, Biden might decide to violate US laws instead.
