  3. Au contraire, mon cher. To be recognized as a sovereign state in international law, Ukraine should have registered its borders with the UN. That's what international law requires. Why Ukraine failed to do so at any point in the last 33 years is anybody's guess, but it certainly reflects the laziness and the irresponsibility of its ruling class.
