  7.  @uselesstable2058  I think the reason is even more venal than that: Biden needs to keep alive the fiction of a Ukraine capable of perhaps taking back at least some of the territories that chose to secede and join the RF so as not to have to admit US and NATO defeat in their proxy war in Ukraine -- until the election is over.
