  1. Kroger or QFC has always been expensive. I live in a small town in the Pacific Northwest and we have one Safeway and two QFC or Kroger grocery stores. And those QFC stores are way more expensive than Safeway yet they're all owned by Kroger! There was a Albertsons in a nearby City about 40 minutes away but they closed down. But essentially the QFC in my area sold at the stores before the court order was enforced. It's a lose-lose situation for the consumer.
