  1. Could dark energy be the determinant, whereas the further out your get from a large mass, empty space exerts a "pressure" pushing the matter toward the center? So, the larger the galaxy, the less dense the perimeter, the more "pressure", thus accelerating the extents. Further, this could explain the behavior of clusters which, presumably, would reduce the pressure toward the center of the cluster mass.
