  2. presidents can do stuff like this. obama did it. bush did it. i dont know about clinton, i was too young. but we’ve been fighting these forever wars for as long as ive lived. congress has never declared war. what trump is doing is not unprecedented unfortunately. also, he’s already impeached. he just hasnt been removed out of office by the senate.
