  1. That may be the case in the UK, but in the US, we don’t have a national language. English and Spanish are the two most spoken language — so he would have gotten by without having to learn English. Whereas in Canada, it’s English and French, where it would have been nice, but not helpful, based on immigration/asylum seeking laws.

  3. Assimilating isn’t a requirement. And Spanish is the second most spoken language in the US. The government only needs to know why and if the reason is good enough to grant immigration status.
