Obama lowered the deficit nearly every year (remember 2009 is Bush's, because he passed the Bank Bailout right before leaving.). Trump raised it every year. Biden has lowered it every year.

  19.  @rfbedell347  So, in this case, a big bill is passed. $1.5T. This bill is not spent right away. This is $1.5T over the course of 10 (?) years. So, in terms of the yearly budget, it raises the deficit $150B. Biden has offset this cost by taxing billion dollar companies and changing programs. Overall, Biden has decreased the deficit every year.

  20.  @rfbedell347  The money hasn't been spent yet. Raising the debt ceiling, is raising it for those planned budgets (which Trump messed up with his tax cut to the rich). A lot of raising the debt ceiling now, is paying Trump's bills.
