  6.  @johnrobi0  It still happened under Clinton. The deficit was so much higher to start with, because of Republican mismanagement. Bush did the bank bailouts right before leaving office because he left The Great Reccession to Obama. Trump passed the stimulus checks and (misused) PPP loans, because he left the ruins of Covid-19 and a broken supply chain to Biden. The deficit rose every year under Trump. It's going down every year under Biden.
