  2. Not Nixon. It was lawmakers in the year 2000 who were in favor China administration in WTO. They said that ONLY as an argument against those opposing the idea. They never believed and did not care whether China would eventually become "democratic" or not. They only believed that US would make a lot of money ( which is true) and that China would remain a low end to middle end of manufacturing.
