  1.  @meriliu8688  They have to investigate first. They have to follow a certain protocol, just cannot lockdown a city just after patient zero. The investigation is done in secret to avoid PANIC. Panic will cause people to flee Wuhan and infect orher regions of China. Also lockdown has to be organized. In contrast to US in 2009 during H1N1pandemic, people in US are just "DONT CARE ATTITUDE ". US authorities just inform of a severe health issue but do NOTHING.
