the biggest barrier would be the water. ether they would need to build a dictated tunnel to connect both or you have to build a independent tram system with everything double on both side of the water. the budget you will need in both cases are very high. To much for the city it self. and on the national level there are projects that have priority above that. Like a lot of the bridge that need to be replaced on the highways.
