  1.  @zakadams762  Monaco does that by being very tiny. Same for a lot off micro nations there size help. Sure the US or any nation could use military forces but it will place that nation in a bad light for attacking that small nation. Besides they often have a powerful enough ally direct on hand. For Monaco that would be France, The Vatican has Italy, Andorra has both France and Spain.

  2. France has more interest in keeping it as is. Do to the strange situation the region of France around the border can work in Monaco. And Monaco pays France for protection.

  3. Actually here in the Netherlands by law the Caribbean parts of the kingdom can request to become fully independent. If this is requested by any of the Caribbean islands it will be granted. The European part of the kingdom however is not allowed to force them to be fully independent.
