The wsj people didn't edit that very well lol The "bent paperclips" are not integrated circuits, that's the wirewrap backplane, which was the common way to wire complex circuits until not many years ago. It's been mostly replaced by multi layer circuit boards, but wire wrap is still used in prototyping and some special applications because of its versatility.
