My memory is that Dan Rasky was one of the main developers of the PICA material for the Stardust mission, and he was sent by NASA to work with SpaceX on the Dragon project, and was the driving force behind the PICA X. Look up Dan Rasky here in YT, he did some very fascinating interviews on his time at SpaceX etc.

  2. Falcon 9 boosters don't char, the black that you see is from flying backwards through the sooty kerosene engine exhaust cloud during the reentry and landing burns.

  3.  @TamagoHead  I don't think it's a beneficial effect, and I don't think the soot really builds up on the cone, since it's such a violent and high speed area. Where it's a problem is in the nozzles etc
