  1.  @Sakkura1  this is one of the largest cruise ships in the world, and Florida is a primary port, so it would cost the company millions of dollars to stay out of the US, and if the Coast Guard fines them for breaking the exclusion zone, they can be banned from US waters until they pay the fine. And SpaceX can sue them directly as well.

I suspect that SpaceX will continue building Starship, and when they get one that's reaching end of launch life, they make the propellant tanks easy to purge and open up, add docking ports and windows, load it up with living quarters and life support and send it up there, followed by tourist flights. And if NASA wants to buy a ticket they can! Lol The extra costs of conversion should be quite low, compared to anyone else custom building something from scratch.
