First of all, think of it as punishment for letting the project go off the rails. It wasn't just the manager who was at fault, it was the team. So pushing them when he discovers the problem gets across to them that he takes it seriously enough to spend Thanksgiving with them solving the problems. Secondly, he didn't force anyone back, he specifically said that if they had family commitments they could keep them, so only the people who wanted to came in.

The email specifically said that if they had family commitments they didn't have to rush in, but he was letting them know that they had been slacking long enough, because it wasn't only the manager who was at fault for the issues, and knowing that the boss is going to be doing your job on Thanksgiving because of your issues does get the attention of the whole team.
