  1. Issue with underdelivering might also be when you got a task which basically drowns you totally. That person might work his hardest, and deliver nothing, but giving that task to somebody else - and you have it on a plate few hours later. About vulkan - he's wrong, since vulkan can be run on every single GPU, regardless if it's NVidia, AMD, Intel or anything like this.
