I know why people say that WM take too much time to configure - because most people don't do configuration other than changing the wallpaper, really. Not everybody changes keyboard shortcuts etc, also they don't care at all about 'work efficiency', because they want to use mouse, find menu, click to launch chrome and surf net. Also, even linux users don't always want to change anything other than wallpaper and thats also okay to propagate linux to more people in the world.
