Thinking is of course the ultimate aim (which is why most successful experimental schools, the world over, are eventually closed by governments). Self determined education, which is enjoyable is always and inevitable much more successful than a prescribed curriculum. The one major flaw in Locke's ideas is his lack of appreciation of the place of emotion. Young children learn through their emotions, and adult reasoning is always influenced by emotion, often blinded by emotion.

Abstract symbols have no meaning for small children, and often for those who have "street maths". It's not a problem of language. Eight apples has meaning. "8" is empty of meaning.

My experience as a teacher in the UK, was that trying such innovative ideas got me into trouble. Almost universally, head teachers are obsessed with order and control. Effective education is a poor third. But Finland seems to have taken some notice, and the idea of rules by student/staff consensus rather than top down imposed was practiced by a few schools for severely disturbed children in the UK, and in Russia (Kitezh, a community of foster families).
