From Blair to Johnson to Starmer we see Prime Ministerial rule like an all powerful president. Even with his massive House of Commons majority, Starmer received less than 1/3 of the public support. We need some form of PR, an empowered second chamber of experts to monitor and restrain the occasional hasty and ill considered bills of the Commons, and a trustworthy, impartial president, probably chosen from the most senior of the legal profession, to have the final check.
