He's only one of the cogs in a huge machine of corruption. The Brits like to point the finger at the Russians, it's much easier than lifting the lid on our own.

@DJ-Daz Keep our nose down, mind your own business, everythng's fine. It almost makes me laugh. One of my professors said after I made a comment sililar to yours, 50 years ago, "If you ever get too close to the real seat of power, you will just ... disapear."
