From my experience, this is a rather nice refurbished apartment, the mock fire is most unusual. Often a family live in an apartment like this. All the original windows were wooden, double glazed, all apartments are centrally heated, including hot water, except for two weeks in summer when the system is serviced. Most balconies provide extra storage space as well as summer freshness, but are not heated. Unlike most flat complexes in the west, the trees have been preserved, gardens are cared for by whoever wants to. The fences round the play area are a very recent addition. Only 5 stories and playgrounds and primarily school always within easy walking distance for small children. (I suspect the roof access is open for maintenance. I certainly wouldn’t be in winter.)
