It's the intention of the rich imperialist nations to keep the poor but resources rich nations in a continued state of backwardness and poverty so that they can forever have access to their cheap and unprocessed raw materials which are used to manufacture their high end products, thus increasing their profits many fold. This is a form of modern day slavery called neo colonialism
