Because we needed to ween off fossil fuels 40 years ago but THE ECONOMY! the kick the can down the road year after year election after election as if magically a little more efficiency was going to change everything. Even if we stopped burning carbon right now we would not see the levels drop to pre 1990 levels by the time most of here are old or 6ft under.
