Doing nothing is not a neutral action. Puberty blockers are used precisely so that a transgender teen can decide to start taking hormones or not at a later age, without having puberty inflict lasting changes on their body that cause immense gender dysphoria. The same gender dysphoria that you would feel if you as a cis person were forcibly given hormones of the opposite sex.
