  1. we had that problem in Toronto at the end of the last century. TO has always had a police commission that just HATES the Police, and gives them tons of grief....when you went to TO, you noticed that the officers were mostly VERY young....all new grads, except for one or 2 who were obviously about to retire. It turned out that officers were staying in Toronto just long enough to build a nice CV and then were heading out to neighbouring small towns. Those towns had brilliant police forces...experienced officers grateful to be there, and very little crime..
